Former State Department official Mike Benz has delivered a shocking revelation about how the Deep State’s control over American institutions can be traced back to former President Barack Obama and his repeal of the Smith–Mundt Act.
How Obama Paved the Way for Government-Backed Propaganda
During a recent appearance on The Joe Rogan Experience, Benz explained how Obama’s policy changes dismantled protections that previously prevented government propaganda from being used against the American people.
A viral clip of the discussion, shared by the X account Wall Street Apes, highlighted the far-reaching consequences of the Smith–Mundt Act repeal. Originally enacted in 1948, this Cold War-era law restricted government-funded propaganda from influencing domestic audiences.

Benz explained that this policy shift allowed the foreign policy establishment to fund groups that could covertly influence domestic institutions.
“It allowed foreign policy groups to work with domestic prosecutors, the media, and even social platforms to push propaganda under the guise of foreign policy,” Benz told Rogan.
He described how these coordinated efforts have transformed social media, journalism, and public discourse, creating a “Truman Show” effect, where many Americans are unaware of how much their reality is being manipulated.

Benz’s discussion drew the attention of tech billionaire Elon Musk, who shared the clip on X, stating, “Restore the Smith–Mundt Act!”
This call to action adds to growing concerns about how government influence over media and social platforms has become a serious threat to free speech and public trust.
Benz Warns of a ‘Lack of Domestic Firewall’
In a separate video posted to X, Benz further elaborated on the dangerous consequences of eliminating restrictions on state-backed narratives.
“We’re facing a much darker issue with this USAID scandal,” Benz warned. “What people don’t yet realize is that these propaganda efforts aren’t just about messaging—they’re deeply embedded in funding and operations at the Pentagon and State Department.”
He emphasized the need for a hard firewall to prevent these government-backed influence campaigns from being used against American citizens.
“If we’re going to allow these functions at all, there needs to be a strict barrier with severe penalties for any violations,” he added.
