Penn, speaking on Fox News’ ‘The Story with Martha MacCallum,’ explained how the numbers reflect a shift in the party’s base:

“The left base is staying with the Democratic Party, but moderates are fleeing in droves,” he said. “If AOC actually challenges Schumer, it could finish this party off, just like the Labour Party was out of power for a decade.”

Democrats are currently embroiled in bitter disputes over Schumer’s handling of the Republican budget bill, which he allowed to pass in order to avoid a government shutdown.
